What the law says
According to Georgian Government Decree No. 280: D1 visas are not issued within Georgia.
If you are a citizen of a country with a visa‐free regime (e.g., Ukraine, Belarus, etc.): you cannot apply for a D1 visa while in Georgia.
Even if:
- you are already in the country,
- you have a work permit.
Where to obtain a D1 visa
The only option is to apply from abroad.
This can be:
- your country of citizenship,
- or any other country.
Can a D1 visa be extended in Georgia?
No.
According to the same regulation: a D1 visa cannot be extended within Georgia.
What this means in practice
If your visa has expired, you must leave Georgia and apply for a new visa from abroad.

This requirement often leads to mistakes:
- people try to apply while still in Georgia,
- waste time,
- miss deadlines for work permits.
As a result, the following may occur:
- suspensions,
- problems with legalization,
- risks of status revocation.
