Georgia remains one of the most open and loyal states for IT professionals, and may soon take another step towards digital nomads and freelancers. Parliament is considering a bill that would introduce a new type of temporary residence permit (TRP) — specifically for foreign citizens employed in the IT sector.
What does the new law envisage?
The draft law is an amendment to the Law of Georgia “On the Legal Status of Aliens and Stateless Persons”. It was initiated by the deputies of the parliamentary majority and is undergoing the procedure of accelerated consideration.
📅 If the bill is adopted, it will come into force on September 1, 2025. Detailed rules for filing and requirements for documents are planned to be approved by July 1, 2025.
Conditions for obtaining a special residence permit for IT‐specialists
To qualify for the new type of residence permit, the applicant must meet the following criteria:
- Be registered in Georgia as an individual entrepreneur (IE) with small business status;
- Have at least 2 years of experience in IT sphere — both in labor and economic activities;
- Confirm an income from IT activities of at least 25,000 USD per year (GEL equivalent);
- Be registered with the Ministry of Health of Georgia as an IT labor immigrant.
The residence permit will also be available to:
- The applicant’s family members;
- Representatives and managers of international IT‐companies operating in Georgia, as well as their families.
Validity and renewal periods
- The first term of validity of the residence permit will be 3 years.
- It can be renewed twice more for 3 years, but not more than 12 years cumulatively.
- ❗ If the applicant is absent from Georgia for more than 183 days within 12 months, the residence permit may be revoked (except for medical treatment).

For IT specialists, freelancers and entrepreneurs working for foreign markets, the new residence permit may become a convenient and stable alternative to “visa-ran” and other temporary stay schemes. It will allow:
- officially stay and work in Georgia;
- legally file taxes with a favorable regime for small businesses;
- invite family members to the country;
- use the banking system and social infrastructure.
