In 2026—2027, foreign individual entrepreneurs and self‐employed persons in Georgia are increasingly faced with questions regarding registration on the Ministry of Labor portal. There is a lot of conflicting information, technical difficulties, and premature conclusions surrounding this topic.
In this article, we have compiled an up‐to‐date explanation of the situation, what is really necessary now, where mistakes are most often made, and what foreign individual entrepreneurs should (and should not) do at this stage.
In short: what is important right now
If you are a foreign individual entrepreneur/self‐employed person without employees:
- registration on the Ministry of Labor portal is not yet mandatory;
- there is currently no obligation to correct anything or re‐register;
- The Ministry of Labor has not yet determined what exactly will be considered “active registration” for self‐employed individuals as of March 1, 2026;
- it will not be possible to register retroactively to obtain possible deferrals, so it is recommended that you create a personal account in advance, if possible.
Why does the Ministry of Labor need your actual address?
The Ministry of Labor portal requests the actual address of residence of a foreigner, not the legal address of an individual entrepreneur.
It is important to understand the difference:
- actual address — the place where you actually live now, even if you live outside Georgia;
- the legal address of the individual entrepreneur is the registration address with the tax authorities; it is not the actual address and should not be duplicated in the application form.
The Ministry of Labor collects this data:
- for labor migration statistics;
- for subsequent verification of compliance with legal requirements.
Providing a legal address instead of an actual address is a mistake.
Can I correct the address if it is incorrect?
In short: you cannot do this yourself.
- Re‐registration on the portal is not possible.
- The actual address can only be changed by submitting an official written request to the Georgian Ministry of Labor.
- in practice, the Ministry of Labor does not currently make such corrections, citing the fact that registration is currently only mandatory for those who have foreign employees.
Therefore, if you are self‐employed and have provided incorrect information, you do not need to do anything at this time; simply monitor for updates.
Registering as a sole proprietor ≠ registering as a legal entity
One of the most common mistakes is selecting “legal entity” during registration.
Remember the main points:
- A sole proprietor is not a legal entity.
- A sole proprietor must register as an individual/self-employed person.
- the “legal entity” checkbox does not apply to individual entrepreneurs.
Even if you accidentally registered as a legal entity:
- you do not need to correct anything now;
- the personal accounts of legal entities and self‐employed persons are functionally identical;
- the website does not allow you to re‐register.
Why registration often does not work from abroad
This is not a user error or a VPN issue.
In fact:
- the Ministry of Labor portal is often unavailable to foreign IP addresses;
- the site may not open, may freeze, or may not send an SMS code;
- using a VPN (including one with a Georgian IP) often does not help;
- the problem does not depend on the browser, device, or data accuracy.
What really works
- registering while physically located in Georgia;
- or remote registration through a specialist.
Technical details that are often overlooked
If you still want to try to register on your own:
- use only the web version of the site;
- enter your phone number without +995, only 9 digits;
- enable geolocation in your browser;
- try:
- a different browser,
- incognito mode,
- a different device;
- if the legal address of the individual entrepreneur is not displayed, you must first write to the tax office’s online chat so that they can correct the data on their end.
What will happen on March 1, 2026
According to current information:
- From March 1, 2026, foreign individual entrepreneurs and self‐employed persons may fall under the definition of labor migrants.
- There is no questionnaire for self‐employed persons yet.
- The Ministry of Labor has not clarified what exactly will be considered “active registration.”
- Additional forms or requirements may appear.
