On July 1, 2025, new rules on passenger transportation between Georgia and Armenia will come into force, and they primarily concern commercial carriers, not private individuals.

The requirement to complete a passenger list applies to:
- commercial passenger transportation between Georgia and Armenia;
- tourist travel;
- international irregular transportation upon request;
- all vehicles of categories M1, M2, M3 (including minibuses and minivans used for passenger transportation for a fee).
The passenger list must:
- be filled in electronically;
- use Latin characters;
- be printed and kept on board;
- comply with the international standard CEMT.;
What’s up with private travel?
If you are traveling with your family in a minivan:
- If the trip is non‐commercial (that is, you are not providing a transportation service for money), you do not need to register and fill out a passenger list.
- These rules do not apply to individuals traveling for personal use, even if the vehicle is a minivan.
Where do carriers register?
At the time of writing, details on the specific online platform for submitting the passenger list have not yet been published by the Georgian Ministry of Economy. It is expected to be linked:
- either with the EKMT/CEMT portal;
- or with national portals for transport companies (e.g. through LTA — License Transport Agency or Revenue Service).
